D.C. Rent Control Basis Increases

Anyone out there know a detail? I know rent control in the District quite well. When filing for a rent increase tenant gets notified along with the DCRA. The advantage being of course that the new basis for that apartment is now higher. Can we raise the basis, file for the allowable increase, and not charge / force the existing tenant to pay the new rate?
