Since we (the owner) have to pay the water bill....?

Those of you that live in counties where the owner of the home is responsible for the water/sewer bill how do you handle this as far as with your tenants? Do you estimate an amount and include that into the rent amount they pay? Do you send them a separate bill or ??

I imagine if water is included, tenants will be careless with their usage and I can see ending up with huge water bills.

Anyone have some advice on this?
