Neighbors trees are on my building

I have a neighbors trees that long branches that have grown across the property line and are on the roof of my property. It needs to be trimmed BAD. Has anyone ever had this problem? Is this my problem or the other owner of the tree? Local planning and zoning said that if it's over my property line that I have the right to cut it. I would post a pic but I'm on the bigger pockets app and don't can't figure out how.
