Electronic Signatures and Applications

It seems when it comes time to send out applications or any other paperwork that there is always an issue with the potential applicant having access to a scanner, filling out the application legibly, and/or getting it back in a timely manner. I am looking for advise on what people use for electronic signatures and if there are programs out there that allow you to upload your documents (applications, leases and any other documents) so that the applicant can fill them out, sign them and send them back, all on-line.
