Who fills out the Move-In/Move-Out Checklist

Hi All, I'm wondering how everyone does their move-in / move-out condition reports. I've seen it done several ways and curious what most do. 

1. Owner - Fill it out prior to the tenant arriving and after the tenant leaves with all pre-existing items, allowing the tenant to make any additions upon move in, sign and agree to it. 

2. Together - Walk through the property together and fill it out with the tenant both times.

3. Tenant - Leave it entirely up to the tenant to note the condition of everything within a few days of move-in and upon turning over the keys when leaving. In this case, what would you do if you found things damaged after the fact?
