Renting out additional garages

Dear Friends,

I purchased SF house (to flip) with 9 garages (not attached to the house) and would like to rent 7 garages. Per building department we can not use it as storage, but its ok to keep vehicles in there. My idea is to rent garages before we put this house on the market to increase value. 

My question: 

1) Is that a good idea to rent garages before sale? Or we should keep it vacant for future owner?

2) Do I need to come up with rental agreement in order to rent it properly? Where do I find such agreement? Who can draw it for me?
