Thank you all! You helped me to find the answer. 

Before she mentioned ESA I denied her based on "No Pet" policy. 

I agree with you all. 

What if she says that: "The cat is a unique service animal who provides emotional support to my son who suffers from anxiety from being abused prior to my adopting him at age 5"

Now she call this cat Emotional Support Animal. However, the law states that people who have disabilities must be allowed to have an emotional support animal, if there is psychiatric documentation to show that the animal helps ameliorate the disability. This is considered “reasonable accommodation.” 

Do you think I should ask her to provide psychiatric documentation?

I agree with you on "nice person" and "business" sides. However "business" side also says lets do it if there are going to be no consequences.

Should I accept tenant with 1 cat if we advertise "No Pets". We have have new tenants in other units without pets. 

The tenant is great candidate except that she is willing to stay 6 month instead of 12 month. So I was about to wave security deposit and last month rent because she is signing 6 month lease. 

Whats your recommendation? Should I say "sorry no pets" or wave "no pets" policy.

Please advice as Im not sure if that might bring questions from other tenants. Or other perspective tenants might go back to me and ask why we declined them with a pet and accepted this woman with a cat. 

Dear Friends,

I purchased SF house (to flip) with 9 garages (not attached to the house) and would like to rent 7 garages. Per building department we can not use it as storage, but its ok to keep vehicles in there. My idea is to rent garages before we put this house on the market to increase value. 

My question: 

1) Is that a good idea to rent garages before sale? Or we should keep it vacant for future owner?

2) Do I need to come up with rental agreement in order to rent it properly? Where do I find such agreement? Who can draw it for me?
