Estoppel agreement questions

Hello all, I have a question about this particular form.  We are going to look a duplex next week. Its a upper lower duplex, I am waiting to hear from my realtor on what the landlord pays verses tenant. My question is, do I just give this to the tenant while I am going on the walk through or is this something only for when they accept an offer. How does this work?

We have never purchased anything with tenants on hand. Any help would be appreciated.

Typically you would do it after you have an accepted offer. The way I've done it in the past is to provide the form to the listing agent and have them get the seller and/or tenant to complete it.
