TIKI torch

Well, independently, two of my tenants (at different properties) have installed TIKI torches in the yard.

These are bamboo sticks with a refillable fueled canister.  They are "shoved" into the ground similar to how you put in beach umbrellas - i.e. they are probably going to fall over in high winds and one of them did already.  There are ground covers, trees and shrubs nearby and I worry about fire hazards.

Thoughts?  I put a stop to it, one tenant complied.  The other says how is that different from using candles inside the apartment?  I said this is in a common area with flammable plants!  Do I need a TIKI torch clause in my lease now?
