Security deosit paid by an agency in Philly

Dear landlords,

i really need your opinion on this one. there are some agencies here in Philadelphia ( and i assume in other states, as well) that help low-income/section 8 tenants come up with a security deposit. i heard mixed opinions about those agencies, some say it's very hard to prove damages to these agencies, in case one wants to retain the security deposit or portion of it.

please, share your experiences, thoughts and opinions.

@Eli M. it's only hard to prove if you do a bad job documenting the move-in and move-out inspections.  I will say that I've never had any issue with one of these agencies hassling me about my decision, but I don't live in Philly, so I don't know how helpful that anecdote will be.
