Section 8 in Philadelphia

I am about to sign my first section 8 lease in Philly next week.

However, there are still some questions and uncertainties which is have. Any help and input would be appreciated. 

1. is it possible to obtain a copy of the pha section 8 lease before the signing date?

2. is it possible to find out tenant's portion of the rent prior to the lease signing date? i was told only on the date of the lease signing we will find out how much the tenant will be paying us, does it make sense ? and if we or she is not happy with her portion, so we just wasted so much time and now are in a rush to find a different tenant before the inspection will expire ????

3. is it OK to ask a tenant to bring a certified check, as her security deposit ?
