Buy and Holds in lower income areas

Hi there. I know this topic has probably already been discussed many times, but I'm asking about it in this period of time and preferably in the Midwest. 

I own and rent in Omaha, Nebraska and am looking to expand with more buy and holds. Do many of you invest in low income areas ($20,000-$40,000 for a rehab)? It looks like this is the price range to be in due to a larger amount of better buys available. I also manage my own properties, so that is a factor as well.
