section 8 working tenant

Dear BP members,

those of you who had experiences with section 8 tenants, what would be your opinion; what is better to have a tenant who works and in such a case the section 8 will only pay a portion of the rent or have a tenant who doesn't work and let the section 8 pay 100% of the rent ?
