is this a good deal

This would be my first land purchase. So looking for some help. I found a peice of land for sale at a startign asking price of 75k. raw land just under a acre, surrounded by homes of 250k-300k price range. the owner lowered the price and it has been listed for 560 days.

the assessed value of the land is 42k

the realtor called me and said the owner is really motivated right now.. so I was wondering what others would say a good price would be before I put in a offer?

It also has some of the land deemed by the county as wetlands, and I am calling the building dept. tommorow to see if I could add some fill to the property,a nd make sure its buildable

any advice?
