Deposit-Only ATM cards

Anyone know of any banks or credit unions that offer deposit-only ATM cards to give to tenants?  I'm trying to find a bank that offers one with no/low fees and no/low hassle.  I've contacted USAA and Langley FCU and they do not offer it.  I may try the following banks:

1) Wells Fargo 

2) Chase (hassle?)

3) PNC ($15/mo fee per tenant?)

Any others I'm missing?
