Baltimore might work fine if your plan is to seller finance but it is most likely still a bit of a gamble.

if it's a manufactured home on a permanent foundation then it may not be an issue

Cash flow is mostly a myth and it's all about appreciation unless you convert them to mortgage notes or CFDs but then you lose appreciation.

Contest the appraisal and find a lender that isn't abhorrent. No reason you should have to lose out like this when you did everything mostly right.

Post it on fb marketplace and boost the ad and I am sure you will get a million messages but don't make your ad sound like a motivated seller. I would offer it on a land contract to someone wanting to live there for around 1500 and small down payment or sub2 with a large down payment and monthly that would cover PITI. S8 is an option if it's in good condition.

Appraisals are subjective and don't necessarily reflect what a similar property could be purchased for if you're looking hard enough or if you have the ability to pay all cash and depends on how motivated the seller is and also the venue you are purchasing from or way you are obtaining title
