Tenant moving

I have a tenant who I inherited and it seems like they are in the process of moving out which they have not told me. The previous owner had them on a month to month with no deposit. He has taken his name off the mailbox but still has some stuff in the apartment. My question is since he won't answer his phone, can I go in the apartment without a notice since the windows look like they have been left open? Also if there is no forwarding address how can I send notice of eviction? Thanks
