Will section 8 only pay out for 1 bedroom rate for this property?

I have an offer going in on a property.  It is listed as a 1br/2ba.  The one bedroom is downstairs.  The upstairs has been converted to living space with 2 bedrooms and 2 smaller area's that could serve as an office/play room.  All upstairs rooms have low ceilings and my re agent stated they're not considered bedrooms due to non-conforming square footage, low ceilings.

Can I list this as a 3 bedroom to section 8?  Or will they only pay the 1br rent rate?
