Withdrawing Application

This is a new one to me. I've had 3 different groups put in applications, pay the application fee, and then call me within hours and withdraw their application because they've decided the can't afford to move.

Seriously? Pay $40 to apply for a place they don't want?

Their receipt says the application fee is non-refundable (and also that they have been offered the opportunity to view my written criteria as required by Oregon law), so I'm not refunding their money and they aren't expecting to get it back.

I know tenants can be bad with their finances, but paying application fees for rentals they don't want really takes the cake.

How about you guys? Have you been collecting application fees from people who don't really want the house?
