So I have been told 2 different things about PM

I was thinking about managing a property for a friend but was told by a realtor that I could not because I was not a licensed realtor.  Then a little while later met a person who was managing properties (in the state of Indiana) who said he was allowed to manage up to 40 properties.  The realtor also told me I had to have vested interest in a property to manage it, i.e. own or partial own. 

Can anyone clear this up for me? Or tell me where to find the answer for this in the state of Indiana?
