Late payment from Housing Authority on Section 8

I have a rental property on section 8 in CA. What happens if housing authority itself is late in payment? Interestingly my tenant was never late but for the last month I still have not received payment (due on 1st of the month) and not getting much help from the housing department. What are my options now?
