Estimating Expenses: Richmond, Virginia

I'm seeking advice for estimating fixed expenses (Electricity, Water, Sewer, Garbage, etc.). I am looking to move to a new city, and will purchase my first house to do so. The properties I am looking at are multi-families, I will live in one unit and rent out the rest. I'm having trouble estimating expenses, as I have never lived in the city I'm moving to (Richmond). This makes it difficult to use the calculators with sound results. I know variables are mostly calculated as percentages.

If there is only one meter, how do I calculate, if they are separate how do I calculate?
