Second Hand Smoke in Colorado

If a tenant complains about second-hand smoke coming through the air vents from an adjacent unit, and all unit leases allow smoking, is the landlord obligated to modify the ventilation system for the non-smoking tenant? What, if anything, could be done to stop smoke seepage between units?
