Off-street parking, required? (San Diego, CA)

One of my tenants is referencing a channel 10 News piece from 2013 stating that I am required to provide 2 off-street parking spaces. The property was build in '56 and consist of two separate 2/1's, each ~700 sqft. There is a garage, however we use it to store all of our furniture (moved in with in-laws to return to school). As far as I can tell, the code referenced in the news piece only pertains to new developments. Is there any thing I am missing? The property is located in an urban neighborhood where driveways are near non-existent.
