What's Your Turn Over Process

Assume that the unit is all tile, no carpet. We need a thorough cleaning and we've decided to re-paint the entire unit or maybe just one room.

What's your process? Clean first or clean last? I prefer the cleaners be the last one in but I've seen that the painters will paint over dusty trim. So I'm thinking I'll send the cleaners in first and then hold the painters accountable for a clean job when they are done.
