Chicago - HOA - One pet is now two pets

I have a rental that has a HOA. The HOA states that only one pet is allowed per unit. The tenant stated she only had one dog and now it has come to our attention that the tenant has two dogs. The HOA gave is till November to clear the matter up and I have notified the tenant.

Upon moving in the tenant did receive the rules and regulations of the property and signed an acknowledgement to reading and understanding the rules. 

What are my options when November comes and the tenant still has the two dogs. The HOA will start fining me. Can I pass the fines to the tenant?
