Tenant Screening for Low Income - No Internet Access

I have several low income units and most of the the applicants don't have internet access in their home let alone a laptop/computer.

What to the other investors on BP's use for a tenant screening service that doesn't require the tenant to have an email & internet?

I basically want to manually enter everything from the paper application into an online service.
