Car in parking space

I have a tenant who has had a car backed into their spot for about 3 weeks. The car isn't on the lease or application, it hasn't moved in 3 weeks, and I don't know if it is licensed or not. How does a landlord go about mentioning the unsightliness of the vehicle? Should I write a letter, call, not worry about it? Charge for storage? Thanks in advance
