KEARNY: FOUR FAMILY RENT QUESTION

I am interested in purchasing a 4 family in the town of Kearny. The rent roll is very low, the owner has lived there along with some other tenants for over 40 years. I do not think Kearny is rent controlled. Can I buy the property and immediately raise the rents? They are all month to month tenants.
