Weird question

While I'm getting my credit and everything in order before i make my first deal my wife and i moved in an apartment complex till we find a house that we wanted to buy for us. We have lived here for about 6 month's and yesterday i went down to the manager's office and told them about a few small things that needed to be fixed. The biggest thing i went down there for was i had a question about the a/c. It was putting out cold air but when i have it set on 70 , and i have some temp gauges throughout the house and they all say it's 82 in the townhouse at 7 pm . When the guy came down to check it out and put his gauge in the vent and i was nosey and watched the gauge go down to 64 after he change the filter and clean the unit outside. The maintance man told me everything was working just fine and i should keep the doors shut and the blinds pulled over the windows .
I think what he said about the windows and doors are accurate but we only opened the six times that day two of them was me going and coming home from work and going down the rental office and letting the maintance guy in and out.
Does anyone know if it sounds like the maintance guy is just lazy and doesnt want to fix the a/c unit ? I talked to a few people that work in a/c units and say the air coming out the vents should be about 55 f degrees.
