HVAC related advises and good HVAC company around Atlanta area

How to find good hvac company around Atlanta area? What are criteria to choose from?

Is it good idea to take maintenance package per year to do before winter or before summer check up?

Some hvac contractors i worked charged too much, not on time, not professional.

HVAC repair bills usually range from 3 figure to 4 figure.

Any tips, recommendations we can give tenants to use HVAC sensibly obviously if they use very rough and tough lot of issues may come.

How to ensure tenants changing filters frequently. Is it good idea to ask them to send picture of filter replacement?

one contractors recommending below

Clean blower wheel inside furnace around 345$ ( he says cutting air flow efficiency by 20%)

To replace blower motor capacitor around 125$ (says reading should be 5.0 but it is 3.9 may fail any time)

To replace condense capacity 135$(says reading should be 5.0/40 but it is 4.8/37  may fail any time)
What are the worst numbers until which these capacitors work before worrying about replacing them?
