Can I just not fix the furnace and provide space/baseboard heaters?? (To protect dumb tenants)

So I get a text today telling me that "Yesterday afternoon the CO² alarm went off and the furnace stopped putting out heat".

I let her know that she should have notified me immediately and called the fire dept. I immediately go over there, call the fire dept to have them check it and once we get in we notice that the CO² alarm has been removed!!!! They said there was no reading but it's likely that the furnace was the culprit. I cut the gas and electric to the furnace.

I already feel like her irresponsible actions have put me (and herself and family) at risk so I'd like to just disable the furnace and provide her with those oil filled space heaters to dummy proof things abit. As long as I'm providing her with means of heat I'm in the clear right?

Also how should I handle/document this incident of her removing a smoke and CO² alarms?

    Why not hire an HVAC guy for $50-80 to come over and test the furnace for CO? If he gives it a clean bill of health, the furnace is fine. If he detects CO, replace the furnace. I wouldn't go through the grief and expense of purchasing inefficient (and possible dangerous) space heaters.
