Who normally has the responsibility for window curtains expense? the renter or the property owner

I typically put up curtain rods and curtains from Goodwill. It looks nicer than empty curtain rods, makes the pictures look good, shows well at open houses, then I leave them for the tenant. I just ask the tenant that if they don't wish to use my curtains, to give them back to me after they switch them out. Then I use them for another property. As it is I still have a stack of unused curtains.
