Section 8 please advice

Hello

I have a house for rent and did find already a good section 8 tenant...She wants the property, also showed me her voucher today

The problem is that the house is under my mother name and she is not a USA citizen,she is on B2 Visitor Visa.I just got a Request for Tenancy approval Form from tenant and i see they(section 8) request to fill it out w-9 form....

My question: how to fill it out if she does not have SSN or EIN?

Also can i put my SSN my name and so on Request for Tenancy approval Form? Can i be here agent? or her management company?

I know is complicated but i did not think about it before,the property will be transferred into my name(LLC)in one or one and a half years but for now i have to do something.....Please advice
