FEMA assistance for rental properties

I live in St. Louis and due to the major rain and floods at the end of July, FEMA declared St. Louis and surrounding areas a major disaster area and that they offer assistance to home owners. I had damages to a couple houses and decided to fill out the FEMA application. I got stuck at one point so called FEMA. The representative told me I could apply and possibly get a loan from Small Bussiness Administrstion but could only obtain FEMA assistance for my primary home. I've had other people tell me I should be able to receive FEMA assistance. Has anyone dealt with this and have any insight?
