Is this Air Condition repair quote legit?

I have been told that my air conditioner "The system unit needs to have Freon up to 8lbs to 9lbs and replace Coil Condenser. Total cost repairs would be $3800.00 " Does this sound right. The house was built in 2004 and is 1900sq ft. I asked for a quote on how much it would be to replace the air conditioner also and below is the break down. Does this seem accurate?

Is your existing system an R22 unit?

First get 2 other quotes.

Then I would highly consider a new unit if the repair bill is still that high.

I can get a new system installed for about 5k. I buy about 3 per year.
