Anyone know what licenses or permits I would need to lease residential properties. Really just multifamily in San Antonio, TX?!

Andrew, with the real estate license exam still fresh in my mind, I can confirm that in Texas you definitely don't need a permit or license to be a landlord. This is assuming you only rent properties YOU own. If you rent for others (i.e. property management) you'll need a real estate license. Hope this helps!
