3 day notice to quit

I have a tenant harassing me including black mail, threats, and videos he took of the other tenants without their consent. I had my lawyer draft up a 3 day notice to quit for him to start the eviction process. Should be pretty cut and dry with him.

The house is 4 tenants renting individual rooms in a month to month rental agreement. The reason the guy is harassing me is due to another tenant that made a bunch of stuff up to get him all fired up. 

Tenant #1 is the guy harassing me and tenant #2 is the guy that got him fired up. They are both mentally ill, and tenant #2 was a good friend of mine of 10 years. Tenant #1 did me a huge favor by secretly video recording there conversations about us and sending them to me. These videos are what he’s trying to blackmail me with. Makes no sense and he is demanding I meet with him in person or else he shows people these weird videos. Joys of being a landlord.

My question is I also have a 3 day notice drafted up for tenant #2 under violating his rental agreement for tenant safety and criminal activity. I’m going worried with our history he may try to take it to court just to get back at me or something. Is the safer bet to give him a 30 day and start the eviction with the more problematic tenant? 

Also I am giving 30 days to the other 2 tenants and taking a new direction with the business other than short term rentals.
