Applicants with Low Credit Score

I have requested for income 3 times the rent and credit score > 600. 2 applicants with low credit scores (one in the 400s and another in the 500s) applied. Second person says low credit score from Covid related unemployment. First one, I am unable to understand the reason for low credit score. What is the best course of action?

 You shouldn't concern yourself with "why" the score is low. They don't meet your requirements, so you move in. You will never be successful if you spend all your time investigating the claims of every applicant.
