Clogged Toilets and Sinks
If a tenant clogs a toilet and sink is that their responsibility? It's not specifically spelled out in the lease however they checked on the move-in/move-out form that everything is working properly? I have a standard Arizona MLS lease agreement but it doesn't reference it.

If you have clear evidence they are responsible, charge them. If they don't pay it, hold the charge and deduct it from their deposit after they vacate.
You should consider adjusting your lease to include language that the Tenant is responsible for any repairs they cause.
