New at this and Questions on what cost falls on the Renter.

Hello,

I live up New England and have the opportunity to buy a rental (a house) in Cape Coral, FL.  My question is, Does the Renter pay for the water treatment material like salt and conditioners, or should I supply that?  Should I have someone take care of the water filtration or leave it to the renter?  Also if there is anything else I should consider or expect for other expenses in this area.  I'm new and all information is appreciated.
