Memphis Termite inspection - Ridiculous

A client did a termite inspection and it shows "no active termites found and tubes were dry".  In the same report the inspector is recommending to the buyer that We (the seller) "treat for termites against further termite damage. Existing damage is dry and no active ones found."

This is ridiculous. What are we treating for?  How will we know if the treatment worked?  This is impacting the buyers decision to purchase. What recourse do I have?
