Transfer of deed due to bad credit

Hey guys I got a question about transferring a deed. My cousin owns a house in NJ he has rehabbed the place and added value to it. Due to some financial issues his credit has been compromised and he is not able to get a loan on the equity he has on the house. The question is will he b able to transfer the deed to his brother who has good credit to then get the equity off it ? Is this possible or maybe another way to go about it ?
