Milwaukee Duplex - Fire Damaged

We have a duplex in Milwaukee that suffered a recent fire.  Upstairs has extensive damage.  Downstairs is moderately damaged.  I am looking to get 35k out of it but will take more if someone insists or less if you are a good negotiator.

Current layout is 2/1 upstairs 1/1 downstairs.

Options are to build it out as a 4/2 or 5/2 SF Home and flip it for the 150k my PM/relator estimates or restore it and rent as either SFR or Duplex. The plaster walls have a lot of damage upstairs and moderate downstairs. However, where the fire department took down the plaster there does not seem to be much damage to the structural elements. We are OOS landlords so I have not seen the property in person but I do have a virtual walkthrough. Current bid to restore the property is @110k although you might save money if converting to a SFR or doing the work yourself / with your own team. Roof is a few years old although I cannot say if the fire affects the integrity of that or not.

This is a solid C class neighborhood, Property was rented for $1,145 a month prior to the fire, PM says as 4 bedroom SFR would rent for up to $1,250 and eliminate the water bill and lawn maintenance expense. Address is
