cash out refinance problems in southern chicago suburbs

i am a new investor and i have multiple rental properties already occupied by tenants about to go under contract as all cash purchases but i am having a hard time finding a lender willing to cash out refinance them in less than a year. i went to most of the local banks and they all said no because of COVID. Does anyone know of any lenders who will give me a cash out refinance on my great properties which have been occupied for years with long term section 8 tenants.
