Off market property needs full rehab or new construction

I have an off market property in Evergreen Park, IL that I am considering selling as is. I purchased the house to fix it initially but I got burnt really bad by the GC. The GC did a really bad job and the house currently has stop-work order. The house is in the middle of the rehab work and there are issues with foundation. The village will require new permit to continue the work.

The plan is to have this as 2 stories houses with 5 beds and 3.5 baths and finished basement. This will take an experienced investor to continue to finish it. My realtor thinks the ARV is $310-$315k once finished. The house is big and the lot size is decent. There are also a couple of new construction houses listed for over $350k in this area.
