This is a tough area of the city and the Baynard Village area is one of my primary target. Personally I'd see the ARV on this at about $85k so if it needs $30k worth of work I wouldn't be able to pay more than $30k for something like this...In this area of the city the values increase pretty dramatically each block you get away from Market. Being only one block up the prices aren't quite what it is just another block or two further up. Obviously other people have different investment strategies, but just figured I'd throw out my $0.02
