property managment company for section 8 housing, single family house, san jose,Calif

Hello,

I am asking for a friend who is owner of a house. I am looking for a reliable PM for a SFH in San Jose, California. The house currently has a section 8 tenant who is not complying with keeping the property orderly. The PM is not very helpful and has not done the needed repairs as requested by the housing authority. Owner wants to terminate the PM and the remove the tenant. Can landlord just give 30 days notice to the PM and then find a new PM to take over and remove the tenant? I suspect that there is no written contract between the PM and the landlord. The PM does other full time work and this may be a side hussle. I would like to get PM who understands section 8 law and is comfortable in getting a property ready to re rent efficiently. Sadly the current PM let the property go and allowed it to deteriorate. Owner would prefer to fix the property up and just rent to non-section 8 people to get market rent. Thanks
