Columbus, OH banks who offer refinance with 6 month seasoning?

I am looking for a Columbus, Ohio based bank or institution that will refinance a property after 6 months using the new appraised value rather then the most recent purchase price. Most banks require a 12 month season, but I have heard that small banks are more flexible with this and some offer only a 6 month seasoning. Do you know of any?

My goal is to purchase a few discounted properties in 2014 using hard money, do any necessary repairs, rent them out, and then refinance with a conventional loan for the full amount.
