Sublease question when somebody has not paid rent

Hi everyone,

Legal Question -

If a person is renting a room from a tenant, who is the only one on the lease, and the person finds out this person is applying for rent assistance and hasn’t paid rent, is the agreement made, before move in, void?

The property manager does know about needing rent assistance and the person is allowed to have roommates.
